On the first day of the 2019 legislative session, Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie made state history: 2019 is the first year during which African American legislators are leading both chambers of the state Legislature. The two have an unprecedented opportunity to push for legislation that will strengthen democracy in New York, including public financing of campaigns and other campaign finance reforms.
