Governor Cuomo is putting campaign finance reform front and center in his 2019 agenda. During his combined State of the State and budget address on January 15, he recognized that, “[f]or far too long, rich corporations and the wealthiest one percent have influenced our elections and drowned out the voices of ordinary New Yorkers. . . . Now is the time to implement real campaign finance reform in New York.” The Governor’s proposals include enacting a small donor match public financing system and lowering campaign contribution limits.
