As the Public Campaign Financing Commission crafts its proposals, many urge the panel to model their recommendations on New York City’s long-running small donor match system. That system has changed New York City politics by providing opportunities to strong candidates who would otherwise face barriers to entry because they lack connections to wealthy donors. The program has also changed the way candidates campaign by encouraging them to seek out support from small donors in their districts.
