Good and bad outcomes from New York State election reform commission (Editorial)

The Newsday editorial board writes that “[t]he biggest win from the [Public Campaign Financing Commission’s] work is the creation of New York’s first statewide public campaign financing system.” The system will provide a multiple match on small contributions to legislative and statewide candidates. The recommendations also featured lower contribution limits.  However, the editorial board notes, the recommended increase in the number of votes needed for a party to appear on the ballot “could crush minor parties.”
