Michael Dobie writes on the surprising impact one Long Island resident had on the Public Campaign Financing Commission during its hearing in Suffolk County. Roger Meadows of Hempstead proposed providing a higher public match for the first portion of a small contribution and reducing the match on a sliding scale as a contribution grows. Some of the members of the Commission took his proposal into serious consideration, discussing it during the working meeting that followed public testimony.
