Lawrence Norden, Director of the Election Reform Program at the Brennan Center for Justice, said the recommendations form “a solid foundation for a strong, state-level public financing system.” Norden called the Commission’s decision to limit minor party ballot access “unnecessary” and “undemocratic.” Looking ahead, the Brennan Center underscored the opportunity to improve the program over time, as New York City has done with its matching program.
